New Commissioner Takes Helm at Department of Public Health

Hartford – The Connecticut Department of Public Health (DPH) welcomes Jewel Mullen, MD, MPH, MPA, as she begins her appointment by Governor Dannel P. Malloy as its commissioner.

“I’m very excited to serve the people of Connecticut as their public health commissioner,” stated Dr. Mullen. “Joining the Department of Public Health is a wonderful opportunity, and I look forward to working with the department’s staff to address the public health issues facing Connecticut today.” 

While at the Massachusetts Department of Public Health, Dr. Mullen was Director of the Bureau of Community Health and Prevention. She was the principal investigator for a Chronic Disease Integration pilot project funded by the federal Centers for Disease Control and Prevention. Recently, she was appointed to the Advisory Committee on Breast Cancer in Young Women, a federal committee established under the Patient Protection and Affordable Care Act. 

Board certified in Internal Medicine, Dr. Mullen began her clinical career as a member of the National Health Service Corps at Bellevue Hospital in New York; after which she joined the medical faculty at the University of Virginia in Charlottesville. A Connecticut resident since 1992, she has been a member of the medical staff at the Hospital of St. Raphael, the Yale University Health Services, and Yale New Haven Hospital. 

As a clinician educator, Dr. Mullen has served on the medical school faculty at New York University, The University of Virginia, Yale and Tufts. In her clinical practice, teaching and research, Dr. Mullen has focused on improving access to high quality health care and preventive services, particularly for minority populations and the elderly.

Dr. Mullen received her Bachelor and Master of Public Health degrees from Yale University where she also completed a post-doctoral fellowship in psychosocial epidemiology. A graduate of the Mount Sinai School of Medicine, she completed her residency at the Hospital of the University of Pennsylvania. She also holds a Master in Public Administration degree from the Harvard University John F. Kennedy School of Government. She resides in Guilford.
